The East Frisian institute that occupies this site has converted and extended a former building dating from 1964 to create a public library. The bold articulation of the new structure is both a reaction to the heterogeneous urban environment and an expression of the different functional areas accommodated in this building. The planning exploits the view to an attractive courtyard with an old stock of trees. An exposed concrete spine wall extends through the entire development, from the entrance to the garden, linking internal and external space.
