It began with a competition in 1974 for an above-ground parking garage on a four-lane bus ring road with turning lanes in Osnabrück's old town. Our proposal involved dividing the street into one-way streets, thus maintaining the scale of the old town streets and freeing a section of the city from the parking garage's traffic. A plot of land for a two-aisled parking garage could then be created in the centre of this space. We achieved the necessary width by inserting arcades into two adjacent buildings. Thanks to the ample parking available on the lower levels, the upper floors could accommodate shops, offices, and apartments.
