With respect for the largely intact townscape and the scale of the church, the significance of the town hall should not be expressed through its height, but rather solely through its outline, form, and spatial composition. Honnef's townscape is sensitive to rigid building structures, as post-war examples demonstrate. Therefore, a contour articulated in height and outline is proposed; this, in conjunction with the future residential development, will create a spacious square, the town hall square – the square and the buildings are mutually dependent.
