Passau District Office

A design competition was launched in the summer of 1978 for the renovation and expansion of the district administration building. Despite a wide variety of options, the results revealed the challenging task, both from a historic preservation and urban planning perspective, of accommodating an administrative building for approximately 250 employees and an underground parking garage with 120 spaces on a site with additional topographical difficulties within Passau's historic old town. The fundamental design principle was to minimize the building's external mass and limit its size in such a way as to avoid any competition with the surrounding buildings.
