In 1981, a competition was launched on behalf of the Federal Minister for Regional Planning, Building and Urban Development with the aim, in a first stage, of obtaining conceptual proposals for energy-efficient houses in Berlin and Kassel. In the second stage, designs and cost estimates were developed through a restricted tender process. The following project is a revised version of a design selected for implementation in Berlin-Tiergarten. The competition design had to be modified due to a lack of compliance with the applicable guidelines for social housing in the state of Berlin. Access to the respective apartment floor plans along the eastern and western exterior walls, within the buffer zone, was not feasible under the existing building regulations.
