On the edge of Passau's old town, in the immediate vicinity of St. Nicholas Monastery and the tax office, the new employment office building was erected. Due to the additional responsibilities of the employment administration, the original 1971 plans were revised several times in the following years to accommodate the increased space requirements. The location of the site within a protected historical ensemble necessitated, in consultation with the State Office for the Preservation of Historical Monuments, the integration of the new building into the overall urban context, which presented the architects with a challenging task.
