Schwäbisch Hall, for centuries an administrative and district capital, is one of the few cities in Germany to have preserved its old urban fabric intact throughout the wars; as a result, its historic buildings remained undamaged. During redevelopment planning, a former factory site on the edge of the city centre presented an opportunity for a parking garage with 600 spaces on the one hand, and for a large district administration building on the other, which was necessary following the district reform. The site of the abandoned factory is conveniently located directly on Federal Highway 14 and within walking distance of the city centre.
