The building consists of an inverted truncated pyramid in the centre and two lateral wings that taper upwards in a terraced fashion. It contains an entrance hall with cloakrooms, several foyers, a television studio, two radio studios, a printing shop, and approximately 100 individual offices. At the heart of the building is the multi-storey plenary hall with 774 seats and simultaneous interpretation booths. Vertical access is provided by eight elevators and three stairwells. A bridge connects the building to the adjacent Europa-Centre.
