Urban Planning Context: When the contract for this building was awarded, the site's layout was already defined: A development plan designated an area of approximately 4,000 square metres as a core zone with a ground coverage ratio (GRZ) of 1.0 and a floor area ratio (GFZ) of 2.4, as well as a fixed use. These stipulations stem from local political circumstances: As a result of the regional reform, the municipality had become a central hub. This necessitated corresponding central building projects. In addition to public facilities, such as the construction of a new town hall, the project for a new department store was also included in the planning complex for this core area. The aim was to retain purchasing power, which would otherwise have flowed to nearby Cologne, as efficiently as possible within the local area and to provide approximately 100 jobs.
