Building and spatial layout: The complex, designed for future expansion, is subdivided into four four-storey wings arranged in a pinwheel pattern. A single-storey, roof-covered flat area is situated in front of these wings. A stairwell tower is attached to the south side of the east wing and to the north side of the west wing. The standard floor plan of the first through fourth floors features two open-plan offices with numerous workstations near windows. Individual offices are located along the exterior walls surrounding the central access core. The flat area houses the IT centre, dining hall, and kitchens; the basement contains workshops, a printing shop, a post office, a multi-purpose hall, a bowling alley, and an automotive repair shop; and the second basement level contains a garage.
