The purpose, building height, buildable area, and location of the various building components were largely predetermined by the local planning regulations of the municipality of Zoetermeer. These specifications necessitated the division into three separate building sections. The building site is bordered to the south by a railway line with a station building, to the east by a park, and further by a non-buildable zone with a surrounding gas pipeline. The apartments are located along this zone and on the park side, the offices act as a noise buffer along the railway line, the shops are situated on the station square, and the hotel serves as a striking feature at the southwest corner of the large building complex.
