According to the judicial administration's vision, the judiciary should become more accessible to the public, thereby fostering insight into and understanding of all legal procedures. Above all, the reduction of the "representation of power" evident in many courthouses should be a key design objective. Imposing architectural features, such as forbidding facades, oversized halls, cordoned-off areas, excessive symbolism, and the image of a lofty panel of judges, should be avoided at all costs. The challenge remains of balancing the requirements of a functional office building with the legitimate desire of the judiciary to demonstrate externally that this is not merely an administrative space, but a place where justice is administered and the judiciary is represented.
