Based on the site assessment by the Site Research Working Group at the Technical University of Hanover, which examined Trier's suitability as a major campus location and the potential micro-sites, the state government adopted the memorandum for the establishment of a second state university in 1969, prepared by the Ministry of Education and Cultural Affairs. In 1970, the Trier State Building Authority was entrusted with the development and expansion of Trier's higher education facilities. The initial conversions of the former teacher training college buildings in Trier-Schneidershof enabled the university to open for the 1970/71 winter semester. With the subsequent rapid construction of the Development and Operations Centre, a total of 20,500 square metres of usable floor space was available by the 1971/72 winter semester. The total construction costs for the Operations Centre, including development costs and outdoor facilities, amounted to approximately DM 23 million.
