In planning this new administrative building for the city administration in Tempe/Arizona, the architects Michael and Kemper Goodwin were guided by the following fundamental principles: On the one hand, the building should not overwhelm the urban situation as an overweight complex; on the other hand, the greatest possible transparency of the outer skin should promote the visual connection of those working in this building to the adjacent areas of the city.
