The building was erected in a city district bisected by a railway line, where older commercial and industrial buildings are gradually being replaced by new administrative buildings. Although the building is not located in the city centre, it is easily accessible for the typical commuter traffic in the area thanks to conveniently located public transport facilities. The building was designed for a wide variety of uses, adaptable to changing needs. The ground floor houses, among other things, the lobby with the service counter, a divisible assembly room (part of which is used as a canteen with an adjoining kitchen), and offices.
