The site, a former military area partly fallow and partly used for agriculture, lies between the Cologne suburbs of Brück, Ostheim, and Rath. It is nestled between main roads and directly adjacent to the Königsforst forest and recreational area. Of the 750,000 square metre building site, 570,000 square metres were provided by the federal government, and 180,000 square metres were acquired privately.
