The inner city of Lemgo is encircled by a ring-shaped wool factory complex. Three main streets run through this area from east to west, while secondary streets run from north to south. All of these streets are lined with old half-timbered buildings and stone-gabled houses, most of which are of significant architectural value and substantially shape the city's character. The passage connects the middle of the three main streets, which is also the main shopping street, with the northern main street. Since a redevelopment assessment is currently being prepared for the entire old town, and therefore sensible densification is not yet possible, the planning for the passage had to assume that part of the structure could be dismantled later, until better utilization options for the site become available. The connection between the main shopping street (Mittelstraße) and the northern main street (Echternstraße) was intended to upgrade the existing building on Echternstraße as a commercial property. This building was to be renovated and its use expanded, while the bookstore located in the building on Mittelstraße was to be remodeled.
