The 80-metre-high building, with a two-storey arcaded ground floor and 20 upper floors (two of which are windowless), as well as a special research laboratory for meteorology on the roof (with radar platforms, a weather observation tower, and a balloon room), is the tallest building in the city. The tower-like structure is explained by its intended purpose and, in particular, by the requirement that the lecture hall and library floors be free of supporting columns. The entire structure is made of cast-in-place concrete. A steel frame was unnecessary because the load-bearing exterior walls are made of concrete elements.
