In recent years the urban or suburban district has proven to be a particularly sustainable level of operation when it comes to urban development. Generally, a manageable sized city district comes with an equally manageable number of stakeholders. Particularly when it comes to energy efficient urban renewal, energy efficiency requirements can best be reconciled with urban design, building culture, and the concerns of the housing industry on a district level. Many climate-neutral heat and power supply systems (for example cogeneration from combined heat and power plants - CHP) are only feasible in large building complexes or when several individual buildings are linked together. However, there are also obvious benefits for the renovation of individual buildings. Far greater improvements in building efficiency can be achieved through the coordinated modernisation of the building envelope, building systems and utility supply infrastructure, than through isolated measures.
