Specialist information: Evaluating the 2012 EnEV statute for economic feasibility

The German Energy Conservation Law of 2009 (known as EnEV 2009 in German) is to be revised. This is required by the 2010 EU Energy Performance of Buildings Directive [1] which calls for the amending of the energy standards for buildings of all EU member states. The EU directive requires that all newly constructed buildings in Europe meet the standard of 'nearly zero-energy building' by 1st January 2021. For new public buildings this requirement goes into effect two years earlier in 2019. The guideline also stipulates that the energy standards set by law for buildings should always be cost-efficient. Upgrading the regulations should not lead to disproportionately high additional costs for proprietors.
