To challenge, to promote and to set an example – this simple set of three rules should be taken to heart by federal and local governments alike when it comes to energy-efficient building. For this reason, the Federal State Lower Austria decided in 2007 that all new public buildings were to be completed according to passive house standards. The most concrete result of this policy is the largest ‘passive’ office building in Austria located in the district capital of Krems, 60 kilometres west of Vienna, which was completed in the spring of 2011. The building brings the District Administration, various regional authorities and the district’s Chamber of Commerce together under one roof.
